Short description: 
COMM COLL-JOB TRAINING PROGRAM                                             

Synopsis of Bill as introduced:
        Amends the  Public  Community  College  Act.   Provides  for  the      
   creation  of job training programs throughout the State operated under      
   the auspices of the public community colleges.  Provides that the  Act      
   does not apply to or affect any existing apprenticeship program and is      
   not  intended  to  authorize  job  training  in  the  public community      
   colleges for any occupation or skill for which  training  is  provided      
   through  an  apprenticeship program.  Provides that all costs of a job      
   training program are to  be  shared  equally  by  the  State  and  the      
   participating  business.    Establishes  an  Advisory Committee on Job      
   Training, consisting of 9 members appointed by the Governor.  Provides      
   that the board of a community college district, in  consultation  with      
   the   Advisory  Committee,  shall  develop  an  application  form  for      
   businesses that wish to participate in the  program.    Specifies  the      
   minimum data that a completed application must furnish.  Provides that      
   the  Advisory  Committee shall initially evaluate each application and      
   recommend it, favorably or unfavorably, to the board of the  community      
   college  district, which has the power to make the final decision on a      
   recommendation made by the Advisory Committee.   Establishes  criteria      
   to be applied by the Advisory Committee and community college board in      
   acting  on  applications.  Requires the Advisory Committee to evaluate      
   and make recommendations on applications in a manner that ensures that      
   State funds appropriated to implement job training  programs are being      
   allocated to all regions of the State.  Effective January 1, 1998.
