Provides that for one year from the effective date of this amendatory Act of 1997 no execution of a defendant shall take place. Creates a commission on the death penalty to study the law that provides for the death penalty and the administration of the death penalty. Provides that the commission shall report to the General Assembly within 8 months from the effective date of this amendatory Act. Effective immediately.
