Creates the Orthotics, Prosthetics, and Pedorthics Practice Act. Provides for the licensure of orthotists, pedorthists, and prosthetists. Amends the Regulatory Agency Sunset Act to repeal the Orthotics, Prosthetics, and Pedorthics Practice Act on January 1, 2009. Amends the Illinois Lottery Law. Provides that unclaimed multi-state game prize money may (now shall) be included in the multi-state prize pool for special drawings as the multi-state game directors may designate. Provides that all unclaimed prize money not included in the prize pool of a special drawing shall be transferred to the Common School Fund. Amends the Marriage and Family Therapy Licensing Act. Provides for the licensing of associate marriage and family therapists. Sets forth qualifications necessary for obtaining a license. Amends the Mental Health and Developmental Disabilities Code. Adds a licensed clinical professional counselor with certain qualifications to the definition of "qualified examiner". Amends the Uniform Disposition of Unclaimed Property Act in provi- sions regarding the presumption of abandonment of property held or owing by a banking or financial organization to provide that a pre- sumption of abandonment does not apply to charges that may be lawfully withheld in connection with money orders issued by currency exchanges. Effective January 1, 1999, except provisions amending the Illinois Lottery Law, the Uniform Disposition of Unclaimed Property Act, and the Mental and Developmental Disabilities Code are effective immediately.
