Provides that "unit of local government" (now "municipality") means any city, village, incorporated town, or township (now any city, village or incorporated town). Provides that units of local government (now municipalities) may receive certain grants from the Department of Transportation. Amends the Township Code. Provides that a township may request, accept, and expend mass transportation grants. Effective immediately.
