Sets forth the procedures managed care plans must follow when handling a grievance filed by an enrollee. Establishes a multi-level grievance review system. Provides for an external review before an independent reviewer if requested by an enrollee. Requires a managed care plan to maintain a register of all complaints filed within the 3 previous years and to report to the Department of Public Health.
