Requires insurers to notify insureds of the right to designate a woman's principal health care provider and to provide a list of participating women's health care providers within 30 days after a request for the list is made. Effective immediately. HOUSE AMENDMENT NO. 1. Provides that the physician chosen by a female enrollee of a managed care plan under contract with the Department of Public Aid must be a Medicaid-enrolled provider. SENATE AMENDMENT NO. 1. Amends the Illinois Insurance Code. Requires group policies of accident and health insurance to cover diabetes self-management training and education. Requires coverage for necessary pharmaceuticals and supplies and for foot care. Requires coverage for colorectal cancer screening. Amends the State Employee's Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require diabetes self-management training education and colorectal cancer screening be included in health coverage under those Acts. Amends the Illinois Insurance Code in relation to requirements for principal health care providers for women. Requires insurers to provide lists of physicians specializing in obstetrics or gynecology or specializing in family practice from which the woman's principal health care provider may be chosen. Provides that a female insured is not required to limit selection of a woman's principal health care provider by requiring that there be a referral agreement between the individual coordinating the care and woman's principal health care provider. Provides that a policy of life insurance that allows payment of a percentage of benefits in advance upon a diagnosis that the insured has incurred a medical condition specified in the policy may pay up to 75%, rather than 25%, of the benefits in advance. Provides that changes concerning advance payment of life insurance benefits and women's principal health care providers take effect upon becoming law. The remaining provisions of the bill take effect January 1, 1999.
