Short description: 
SEMIAUTOMATIC ASSAULT WEAPONS                                              

Synopsis of Bill as introduced:
        Amends the Firearm Owners Identification Card Act.  Provides that      
   when a private individual sells or transfers a  semiautomatic  assault      
   weapon  he  or  she  must  observe  the  transferee's  Firearm Owner's      
   Identification Card and obtain a background check from the  Department      
   of  State  Police's Dial Up System.  Provides that the transferor must      
   submit  this  information  and  the  identification  of   the   weapon      
   transferred  to  the  Department.   The  Department  shall  place this      
   information in a State Police databank that must be maintained for  20      
   years.    Requires  a  person  who  conducts  a  gun  show  displaying      
   semiautomatic assault weapons to obtain a license for  the  show  from      
   the   Department.   Amends  the  Criminal  Code  of  1961.   Prohibits      
   government sales of these weapons to private individuals.                   
          FISCAL NOTE (Illinois State Police)                                  
          The State Police would incur costs of $74,000 from HB3688.
