Provides that a public utility may not engage in a nonutility business unless that business fully reimburses the public utility for any funding or support provided by the public utility. Requires the Commerce Commission to study the effect of subsidization of nonutility businesses by public utilities upon ratepayers and to include the results in its annual report. Increases penalties for violation of the Act.
