Short description: 
ISAC-MAP PROGRAM-SUMMER ASSIST                                             

Synopsis of Bill as introduced:
        Amends the Higher Education  Student  Assistance  Act.   Provides      
   that   if   a  student  who  receives  a  MAP  award  as  a  full-time      
   undergraduate student has not  received  the  maximum  grant  for  the      
   academic year in which the grant is awarded because of a change in his      
   or  her  full-time  enrollment  status  before the summer term of that      
   academic  year  begins,  the  Commission  shall  provide  summer  term      
   assistance to the student if  the  student  applies  and  remains  MAP      
   eligible.  Provides that the amount of summer term assistance provided      
   may  not  cause  the  aggregate  amount  of  the grant received by the      
   student for  the  academic  year  to  exceed  the  maximum  MAP  award      
   available  for full-time enrollment for that academic year.  Effective      
   July 1, 1998.                                                               
          FISCAL NOTE (Student Assistance Commission)                          
          HB 3749 has no fiscal impact upon State revenue, but the             
          Commission estimates it will reduce between 1,000 and 3,000          
          the number students who receive MAP awards during the regular        
          academic year.                                                       
        SENATE AMENDMENT NO. 1.                                                
        Replaces the summer term assistance grant provisions of the en-        
   grossed bill with provisions under which, beginning with FY2000 and         
   subject to a separate appropriation being made for summer school            
   grants, a student who receives a regular term grant and who enrolls         
   in summer school classes is eligible for a summer school grant in an        
   amount not exceeding the lesser of 50% of the maximum annual monetary       
   award grant amount or the actual tuition and fee costs at the institu-      
   tion at which the student is enrolled at least half-time.
