Short description: 
SCH CD-K-3 CLASS SIZE                                                      

Synopsis of Bill as introduced:
        Amends the School Code.  Requires the State Board of Education to      
   develop a class size reduction schedule for grades K-3 under which the      
   pupil-teacher ratio in each of those grades in each school district in      
   which any or all of those grades are maintained  does  not  exceed  or      
   will  be  reduced  to a maximum of 20 pupils to one teacher per class.      
   Requires the State Board of Education to submit the proposed schedule,      
   together with an evaluation thereof and  any  recommended  legislation      
   needed  to  implement  and  administer  a class size restriction grant      
   program for those grades, to the  Governor  and  General  Assembly  by      
   October 1, 1998.  Also requires the State Board of Education to submit      
   an annual budget request, beginning in 1999, for all amounts necessary      
   to  implement  and  administer the program each year until the maximum      
   pupil-teacher ratio for classes offered in grades K-3 is achieved on a      
   statewide basis.  Effective July 1, 1998.

          No additional operational costs; significant impact from class       
          size reduction mandate and grant program would be incurred in        
          FY2000 and thereafter.
