HOUSE AMENDMENT NO. 1 Accelerates the date by which the panel must report to the Gov- ernor to July 1, 1997. Provides that the leaders of both houses of the General Assembly shall appoint the panel members. Specifies that the Director of the Illinois EPA shall serve as chairperson of the panel.
