HAZ MAT TRANSPORT-TANK VESSEL                                              

Synopsis of Bill as introduced:
        Amends the Illinois Hazardous  Materials  Transportation  Act  to      
   require  certain  tank  vessels transporting oil or hazardous material      
   to have  double  hulls.  Sets  forth  civil  and  criminal  penalties.      
   Effective immediately.
