House Sponsors: PARKE Short description: EPA-HAZ MAT TRANSPORT-REGIST Synopsis of Bill as introduced: Amends the Environmental Protection Act to require the Environmental Protection Agency to implement the Uniform State Hazardous Materials Transportation Registration and Permit Program. Requires persons engaged in the transportation of hazardous waste to register and obtain a permit under the Uniform Program before transporting the waste. Provides that the Agency shall collect an application fee of no more than $250 and an apportioned, annual $20 registration fee from transporters under the Uniform Program. Allows the Agency to enter into reciprocal agreements with federal agencies, national repositories, or other states to implement the Uniform Program. Defines terms. Effective immediately. SENATE AMENDMENT NO. 1. Further amends the Environmental Protection Act to extend the implementation dates for the Uniform State Hazardous Materials Transportation Registration and Permit Program from January 1, 1998 to July 1, 1998. Provides for a credit to hazardous waste transporters to the extent fees collected under the Uniform Program exceed 115% of the annual appropriation to the Hazardous Waste Transporter Account. Provides that it is a Class A misdemeanor to knowingly transport hazardous waste without having in the vehicle credentials issued under the Uniform Program.
