Provides for voluntary enrollment in the Healthy Kids Plan to provide health care services for children not eligible for medical assistance and not otherwise insured. Provides for enrollment fees. Provides for administration of the Plan by the Department of Public Aid in cooperation with the Department of Public Health and the Department of Human Services as successor to the Department of Alcoholism and Substance Abuse.
