Short description: MANAGED CARE PATIENT RIGHTS Synopsis of Bill as introduced: Creates the Managed Care Patient Rights Act. Provides that patients who receive health care under a managed care program have rights to certain coverage and service standards including, but not limited to, quality health care service, privacy and confidentiality, freedom of choice of physician, explanation of bills, and protection from revocation of prior authorization. Provides for the Illinois Department of Public Health to establish standards to ensure patient protection, quality of care, fairness to physicians, and utilization review safeguards. Requires managed care plans and utilization review plans to be certified by the Department of Public Health. Amends various Acts to require compliance by health care providers under the Illinois Insurance Code, Comprehensive Health Insurance Plan Act, Health Maintenance Organization Act, Limited Health Service Organization Act, Dental Service Plan Act, Voluntary Health Services Plans Act, State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, and Illinois Public Aid Code.
