House Sponsors: KRAUSE-MAUTINO-KOSEL-CURRIE-LEITCH Short description: HEALTH INS PORTABILITY Synopsis of Bill as introduced: Creates the Illinois Health Insurance Portability and Accountability Act. Sets forth State provisions for portability of coverage in accordance with federal law. Amends the Comprehensive Health Insurance Plan Act. Provides for the Plan to extend coverage to individuals in conformance with the portability requirements of the federal Health Insurance Portability and Accountability Act of 1996. Authorizes the use of management programs for cost effective provision of health care services. Increases the lifetime benefit under the Plan to $1,000,000. Authorizes the Board to assess insurers in this State to pay costs not covered by appropriation with respect to federally eligible individuals. Amends the Illinois Insurance Code, Health Maintenance Organization Act, Limited Health Service Organization Act, and Voluntary Health Services Plans Act. Provides that coverage under those Acts is subject to the Illinois Health Insurance Portability and Accountability Act. Effective July 1, 1997. SENATE AMENDMENT NO. 1. Adds reference to: 215 ILCS 95/Act rep. Repeals Sections 1, 5, 10, 15, 20, and 55 of the Small Employers Rating Renewability and Portability Act on July 1, 1998. Repeals the remainder of that Act immediately. Makes technical changes.
