Synopsis of Bill as introduced:
Amends the Counties Code and the Illinois Municipal Code.
Provides that when deciding whether to grant an additional cable
television franchise, the franchising authority shall consider the
statutory factors and consider and evaluate the terms and conditions
of the existing franchise and the terms and conditions of the proposed
franchise. Provides that if it is determined to be in the best

terms and conditions of the existing franchise and grant the
franchise. Provides that the decision as to whether the terms and
conditions are equivalent rests solely with the franchising authority.
Provides that counties and municipalities are not subject to suit for
damages based upon the decision to grant or refusal to grant an

Amends the Counties Code and the Illinois Municipal Code. Provides
that a franchising authority may grant additional cable television
franchises. Provides if the terms of the added franchise agreement
are different from those of the existing franchise agreement, the
existing franchise agreement shall be renegotiated so that there is
not a competitive advantage under either franchise agreement. Effec-
   tive immediately.
