House Sponsors: JOHNSON,TOM-RIGHTER-KOSEL-LYONS,EILEEN Short description: SCH CD-SCHOOL TREASURERS-TECH Synopsis of Bill as introduced: Amends the School Code to make a technical correction in a Section dealing with the payment of funds to school treasurers. SENATE AMENDMENT NO. 1 Deletes reference to: 105 ILCS 5/18-13 Adds reference to: 105 ILCS 5/2-3.25g Changes the title and replaces everything after the enacting clause. Provides that joint agreements made up of school districts may request and appeal disapproved requests for waivers or modifica- tions of School Code mandates and regulations by action of their governing board or administrative district. Requires newspaper publi- cation notice of the public hearing that must be held on a joint agreement's application and plan supporting a waiver or modification request. When the waiver or modification request is made by a school district instead of a joint agreement, replaces the current require- ment for newpaper publication notice of the public hearing with a requirement that there be at least "one notification to parents" before the hearing. Provides that all applications for a waiver or modification that are submitted after the amendatory Act's effective date include a description of the public hearing. Adds an immediate effective date. HOUSE AMENDMENT NO. 1. Adds reference to: 105 ILCS 5/2-3.126 new Adds provisions further amending the School Code. Requires the State Board of Education to develop a class size reduction schedule for grades K-3 under which the pupil-teacher ratio in each of those grades in each school district in which any or all of those grades are maintained does not exceed or will be reduced to a maximum of 20 pupils to one teacher per class. Requires the State Board of Education to submit the proposed schedule, together with an evaluation thereof and any recommended legislation needed to implement and administer a class size restriction grant program for those grades, to the Governor and General Assembly by October 1, 1998. Also requires the State Board of Education to submit an annual budget request, beginning in 1999, for all amounts necessary to implement and administer the program each year until the maximum pupil-teacher ratio for classes offered in grades K-3 is achieved on a statewide basis. HOUSE AMENDMENT NO. 2. Provides that a school district may not request waivers from a mandate that may be abolished or otherwise rendered inapplicable to a school district pursuant to referendum.
