COURT REPORTERS-ADMINISTRATORS                                             

Synopsis of Bill as introduced:
        Amends the Court Reporters Act.   Replaces  provisions  detailing      
   the  positions  the Supreme Court may authorize the chief judge of any      
   single county circuit to fill in administering  each  circuit's  court      
   reporters  staff  and  itemizing  maximum salaries to be paid for each      
   position with a provision that the Supreme  Court  may  authorize  the      
   chief  judge  to  appoint an administrator of court reporters and such      
   other  administrative,  secretarial,  and  support  staff  as  may  be      
   necessary.  Effective immediately.                                          
        HOUSE AMENDMENT NO. 1.                                                 
        Restores provisions authorizing the chief  judge  of  any  single      
   county  circuit  to fill certain positions but retains change allowing      
   judge to appoint such other administrative,  secretarial  and  support      
   staff  as  may be necessary, rather than appoint secretarial and other      
   support staff to assist the Administrator.                                  
        HOUSE AMENDMENT NO. 2.

        Amends the Mental Health  and  Developmental  Disabilities  Code.      
   Provides that indigent respondents are entitled to free transcripts of      
   proceedings under the Code.  Provides that payment for the transcripts      
   shall  be  made from funds appropriated by the General Assembly to the      
   Administrative Office of the Illinois Courts.  Changes the  provisions      
   to include both genders.                                                    
          STATE MANDATES FISCAL NOTE, H-AMS 1 & 2                              
          SB 1602 fails to create a State mandate.                             
          HOME RULE NOTE, H-AMS 1 & 2                                          
          The bill fails to preempt home rule authority.                       
          FISCAL NOTE, H-AMS 1 & 2 (Admin. Office of Ill. Courts)              
          Amendments to the Mental Health & Developmental Disabilities         
          Code will cost $20,000 annually. Costs from the Court Reporters      
          Act amendments cannot be determined.                                 
          JUDICIAL NOTE, H-AMS 1 & 2                                           
          No decrease or increase in the need for the number of judges.        
        HOUSE AMENDMENT NO. 3.                                                 
        Makes a technical correction. Corrects a reference made in  House      
   Amendment  No.  1 to the engrossed version of the bill from line 11 to      
   line 12 of page one.
