Establishes various penalties for possession of firearms equipped with silencers and possession of deadly substances. Increases from a Class 4 felony to a Class 3 felony, the transmission of a false report of a bomb or explosive being concealed in the place that would endanger human life. Amends the Unified Code of Corrections. Provides that persons convicted of certain firearms violations serve at least 85% of their sentences. Effective immediately.
