Senate Sponsors: CULLERTON. Short description: HEALTH CARE SURROGATE Synopsis of Bill as introduced: Amends the Health Care Surrogate Act. Adds definitions. Provides that certain information must be provided to a patient orally and in writing before implementation of any treatment decision. Provides for a patient's right to object to the appointment or identity of a surrogate decision maker or to any decision to be made by the surrogate. Restricts the power of a surrogate to make treatment decisions to a period of 90 days unless, before the expiration of that period, it is determined that the patient continues to lack decisional capacity. Provides that in no event shall the power of a surrogate extend for a period longer than one year, and provides for continued treatment after that period if authorized by other means.
