CON AMEND-HEALTH CARE COVERAGE                                             

Synopsis of Bill as introduced:
        Proposes to amend the Bill of  Rights  Article  of  the  Illinois      
   Constitution  to  provide that the State  shall enact on or before May      
   31, 2002 a plan for universal health care coverage  for  all  persons.      
   Effective upon approval by the electors.
