91_HB0786 LRB9103585NTsb 1 AN ACT to amend the Higher Education Student Assistance 2 Act by changing Section 15. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Higher Education Student Assistance Act 6 is amended by changing Section 15 as follows: 7 (110 ILCS 947/15) 8 Sec. 15. Illinois Student Assistance Commission. 9 (a) There is established the Illinois Student Assistance 10 Commission, consisting of 10 persons to be appointed by the 11 Governor with the advice and consent of the Senate. The 12 membership of the Commission shall consist of one 13 representative of the institutions of higher learning 14 operated by the State; one representative of the private 15 institutions of higher learning located in the State; one 16 representative of the public community colleges located in 17 the State; one representative of the public high schools 18 located in the State; 5 citizens of the State chosen for 19 their knowledge of and interest in higher education, but not 20 employed by, professionally affiliated with, or members of 21 the governing boards of any institution of higher learning 22 located in the State, and one student member selected from 23 nominations submitted to the Governor by multi-campus student 24 organizations, including but not limited to, the Illinois 25 Student Association, the Organization of Community College 26 Students, the recognized advisory committee of students of 27 the Board of Higher Education, and the recognized advisory 28 committee of students of the Federation of Independent 29 Illinois Colleges and Universities. The Governor shall 30 designate one member, other than the student member, as 31 chairpersonchairman. Each member of the Commission, -2- LRB9103585NTsb 1 including the student member, shall serve without 2 compensation, but shall be reimbursed for expenses 3 necessarily incurred in performing his or her duties under 4 this Act. Subject to a requirement that Commission members 5 in office on the effective date of this amendatory Act of 6 1995 may serve the full term to which they were appointed, 7 the appointment of Commission members to terms that commence 8 on or after that effective date shall be made in a manner 9 that gives effect at the earliest possible time to the change 10 that is required by this amendatory Act in the representative 11 composition of the Commission's membership. 12 (b) The term of office of each member, other than the 13 student member, is 6 years from July 1 of the year of 14 appointment, and until his successor is appointed and 15 qualified. If a member's tenure of office, other than that 16 of the student member, is terminated for any reason before 17 his or her term has expired, the Governor shall fill the 18 vacancy by the appointment of a person who has the same 19 representative status as the person whose term has been so 20 terminated, and the new appointee shall hold office only for 21 the remainder of that term and until a successor is appointed 22 and qualified. The term of the student member shall be for 2 23 years from July 1 of each odd-numbered year. If the tenure 24 of the student member is terminated for any reason, the 25 vacancy shall be filled in the same manner as heretofore 26 provided for a regular term of office appointment of the 27 student member. The new student appointee shall hold office 28 only for the remainder of that term. No student member may 29 receive a scholarship or grant pursuant to this Act during 30 his or her term of office with the Commission. 31 (c) In accordance with the provisions of the State 32 Universities Civil Service Act, the Commission shall employ a 33 professionally qualified person as the Executive Director of 34 the Commission, and such other employees as may be necessary -3- LRB9103585NTsb 1 to effectuate the purposes of this Act. 2 (d) The Commission shall meet at least once in each 3 fiscal year, and may meet at other times which the 4 ChairpersonChairmanmay designate by giving at least 10 5 days' written notice to each member. 6 (Source: P.A. 89-419, eff. 6-1-96.)
