1 AN ACT regarding health care accessibility.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Counties Code is amended by changing
5 Section 5-25001 as follows:
6 (55 ILCS 5/5-25001) (from Ch. 34, par. 5-25001)
7 Sec. 5-25001. County and multiple-county health
8 departments. Any county or two or more adjacent counties may,
9 by resolution of the county board or county boards of the
10 respective counties, as the case may be, or upon approval by
11 referendum as hereinafter provided in this Division,
12 establish and maintain a full-time health department;
13 provided, that four or more counties must obtain the approval
14 of the State Department of Public Health prior to
15 establishing a multiple-county health department. The
16 approval may be obtained upon application by the county board
17 of any county, containing such information as may be required
18 by the State Department. Approval shall be granted if the
19 State Department determines that the establishment of the
20 multiple-county health department is essential to the health
21 requirements of the area affected.
22 A "consolidated health department" shall mean a health
23 department which has resulted from the merging of two or more
24 adjacent existing county or multiple-county health
25 departments, as provided in Section 5-25019.
26 A full-time health department is one whose personnel,
27 other than consultants and clinicians, devote their full time
28 during regular, standard working hours to health department
29 duties. Reference hereinafter made to health departments
30 means full-time health departments unless otherwise
31 specified.
