1 AN ACT concerning higher education, amending named Acts.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 adding Section 20 as follows:
6 (110 ILCS 305/20 new)
7 Sec. 20. Approval of foreign language requirement. The
8 General Assembly must approve, by adoption of a resolution by
9 a record vote of the majority of members elected in each
10 house, any foreign language requirement that the University
11 seeks to impose on students on or after the effective date of
12 this amendatory Act of the 91st General Assembly.
13 Section 10. The Southern Illinois University Management
14 Act is amended by adding Section 10 as follows:
15 (110 ILCS 520/10 new)
16 Sec. 10. Approval of foreign language requirement. The
17 General Assembly must approve, by adoption of a resolution by
18 a record vote of the majority of members elected in each
19 house, any foreign language requirement that the University
20 seeks to impose on students on or after the effective date of
21 this amendatory Act of the 91st General Assembly.
22 Section 15. The Chicago State University Law is amended
23 by adding Section 5-115 as follows:
24 (110 ILCS 660/5-115 new)
25 Sec. 5-115. Approval of foreign language requirement.
26 The General Assembly must approve, by adoption of a

1 resolution by a record vote of the majority of members
2 elected in each house, any foreign language requirement that
3 the University seeks to impose on students on or after the
4 effective date of this amendatory Act of the 91st General
5 Assembly.
6 Section 20. The Eastern Illinois University Law is
7 amended by adding Section 10-115 as follows:
8 (110 ILCS 665/10-115 new)
9 Sec. 10-115. Approval of foreign language requirement.
10 The General Assembly must approve, by adoption of a
11 resolution by a record vote of the majority of members
12 elected in each house, any foreign language requirement that
13 the University seeks to impose on students on or after the
14 effective date of this amendatory Act of the 91st General
15 Assembly.
16 Section 25. The Governors State University Law is
17 amended by adding Section 15-115 as follows:

19 Sec. 15-115. Approval of foreign language requirement.
20 The General Assembly must approve, by adoption of a
21 resolution by a record vote of the majority of members
22 elected in each house, any foreign language requirement that
23 the University seeks to impose on students on or after the
24 effective date of this amendatory Act of the 91st General
25 Assembly.
26 Section 30. The Illinois State University Law is amended
27 by adding Section 20-120 as follows:

8 Section 35. The Northeastern Illinois University Law is
9 amended by adding Section 25-115 as follows:

11 Sec. 25-115. Approval of foreign language requirement.
12 The General Assembly must approve, by adoption of a
13 resolution by a record vote of the majority of members
14 elected in each house, any foreign language requirement that
15 the University seeks to impose on students on or after the
16 effective date of this amendatory Act of the 91st General
17 Assembly.
18 Section 40. The Northern Illinois University Law is
19 amended by adding Section 30-125 as follows:
20 (110 ILCS 685/30-125 new)
21 Sec. 30-125. Approval of foreign language requirement.
22 The General Assembly must approve, by adoption of a
23 resolution by a record vote of the majority of members
24 elected in each house, any foreign language requirement that
25 the University seeks to impose on students on or after the
26 effective date of this amendatory Act of the 91st General
27 Assembly.
28 Section 45. The Western Illinois University Law is
29 amended by adding Section 35-120 as follows:

4 resolution by a record vote of the majority of members
