91_HB2055 LRB9103703MWgc 1 AN ACT to amend the Election Code by changing Section 2 4-1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Election Code is amended by changing 6 Section 4-1 as follows: 7 (10 ILCS 5/4-1) (from Ch. 46, par. 4-1) 8 Sec. 4-1. Necessity of registration; application of 9 Article. Except as provided in this Article 4, it is 10 unlawful for any person residing in a county containing a 11 population of less than 500,000, to vote at any election at 12 which any officers are to be nominated or elected, or at any 13 election at which any questions of public policy are to be 14 voted on, unless thatsuchperson is at the time of thesuch15 election a registered voter under the provisions of this 16 Article 4. 17 The provisions of this Article do not apply to electors 18 voting in an election of any soil and water conservation 19 district or drainage district or to electors residing in 20 municipalities in this State thatwhichhave adopted "An Act 21 regulating the holding of elections and declaring the result 22 thereof in cities, villages and incorporated towns in this 23 State", approved June 19, 1885, as amended, or which have 24 adopted Articles 6, 14 and 18 of this Act. This Article shall 25 not apply to electors voting pursuant to Article 20 of this 26 Act. 27 The provisions of this Article 4, so far as they require 28 the registration of voters as a condition to their being 29 allowed to vote shall not apply to persons otherwise entitled 30 to vote who have made and subscribed to the affidavit 31 provided in paragraph (b) of Section 17-10 of this Act. -2- LRB9103703MWgc 1 (Source: P.A. 81-1060.)
