1 AN ACT to amend the Illinois Procurement Code by changing
2 Section 53-10.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Procurement Code is amended by
6 changing Section 53-10 as follows:
7 (30 ILCS 500/53-10)
8 Sec. 53-10. Concessions and leases of State property.
9 (a) Except for property under the jurisdiction of a
10 public institution of higher education, concessions,
11 including the assignment, license, sale, or transfer of
12 interests in or rights to discoveries, inventions, patents,
13 or copyrightable works, may be entered into by the State
14 agency with jurisdiction over the property, whether tangible
15 or intangible.
16 (b) Except for property under the jurisdiction of a
17 public institution of higher education, all concessions shall
18 be reduced to writing and shall be awarded under the
19 provisions of Article 20 of this Code, except that the
20 contract shall be awarded to the highest and best bidder or
21 offeror.
