91_HB2684ham001 LRB9105948MWpcam 1 AMENDMENT TO HOUSE BILL 2684 2 AMENDMENT NO. . Amend House Bill 2684 on page 1, by 3 inserting below line 5 the following: 4 "Section 5. Millennium Project. 5 (a) There is created in the City of East St. Louis a 6 Millennium Project. The purpose of the project is to 7 conceive, design, and implement a City of the 21st Century in 8 order to point the way for the United States, and the world, 9 to move towards a just and empowering economy for the 21st 10 century. The educational system of the City should be one in 11 which each man, woman, and child will develop to his or her 12 fullest potential and with the fullest dignity. 13 (b) The goals of the project are to: 14 (1) form an allegiance with the people, by the 15 people, and for the people; 16 (2) build a new frontier in the economic, cultural, 17 social, and technological arena by combining the best 18 technology with the social sciences to create a model 19 creative living and working environment for the 21st 20 century; 21 (3) produce the premier City for the 21st Century 22 by building on empowerment zones to produce super 23 empowerment zones whose objectives are to enable every -2- LRB9105948MWpcam 1 citizen in the zone to accumulate income-producing 2 capital to meet his or her needs for retirement or 3 disability; 4 (4) build strong families and strong harmonious 5 communities; 6 (5) remove the barriers to creative environments; 7 (6) remove the barriers to work opportunities by 8 using the most advanced technologies so that the super 9 empowerment zone is the most competitive area of this 10 State; 11 (7) make the City of the 21st Century, by using 12 advanced technology, successfully compete in the economy 13 anywhere; 14 (8) create a legal and investment environment for 15 the City of the 21st Century that will encourage firms to 16 relocate and bring technology-based facilities with 17 widespread ownership to the City; 18 (9) take specific sites and develop them for 19 housing and industry and develop waterfront property as 20 starter projects for local ownership and control; 21 (10) support State and federal legislation that 22 includes capital homesteading; 23 (11) convert hazardous waste sites into marketable 24 energy using advanced technology developed at N.S.A., 25 Georgetown, and jet propulsion labs; 26 (12) bring together the leadership of the private 27 sector and the public sector to work together to build 28 the City of the 21st Century; 29 (13) remove all credit barriers to move citizens of 30 the City of the 21st Century towards equal ownership 31 opportunity for the poor; and 32 (14) to give hope to youth and hope and courage to 33 those who have gone astray.".
