91_HB2751eng HB2751 Engrossed LRB9105594LDpkB 1 AN ACT to amend the Illinois Vehicle Code by adding 2 Section 6-106.1c. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Vehicle Code is amended by adding 6 Section 6-106.1c as follows: 7 (625 ILCS 5/6-106.1c new) 8 Sec. 6-106.1c. School children safety enhancement pilot 9 program. 10 (a) The Secretary of State shall establish a 3-year 11 pilot program to test the effectiveness of school bus safety 12 enhancement devices on school buses driven by individuals 13 issued school bus driver permits under Section 6-106.1. 14 (b) "School bus safety enhancement device" means an 15 ignition interlock device as that term is used in subsection 16 (h) of Section 6-205 and subsection (i) of Section 11-501 of 17 the Illinois Vehicle Code enhanced by one or more of the 18 following: 19 (i) an internal clock; 20 (ii) ability to track and store in its memory the 21 speed of and number of stops made by the school bus; 22 (iii) ability to count and store in its memory the 23 number of students getting on and off the bus and the 24 time they do so; 25 (iv) ability to record and store in its memory by 26 time of day each stop made by the bus at a railroad 27 crossing; 28 (v) a panic signal that the driver can activate to 29 alert law enforcement authorities of trouble; 30 (vi) a signal that automatically alerts law 31 enforcement authorities in the event that the school bus HB2751 Engrossed -2- LRB9105594LDpkB 1 is involved in a collision; or 2 (vii) a video camera that records images from 3 inside the bus or transmits them to a central location or 4 both. 5 (c) The pilot program shall be established with 6 particular school districts, private schools, or school bus 7 companies that volunteer to participate in the program, and 8 shall be established to test the effectiveness of school bus 9 safety enhancement devices in urban, suburban, and rural 10 areas. 11 (d) The pilot program shall be funded by one or more of 12 the following: 13 (1) grants obtained by the Secretary from: 14 (i) the National Highway Traffic Safety 15 Administration; 16 (ii) private foundations; or 17 (iii) manufacturers of the school bus safety 18 enhancement device; and 19 (2) funds made available by lower insurance 20 premiums resulting from use of the school bus safety 21 enhancement device. 22 (e) The Secretary shall establish by rule the population 23 and procedures for conducting the school children safety 24 enhancement pilot program.
