91_HB2896 LRB9108073ACtm 1 AN ACT to amend the Illinois Athletic Trainers Practice 2 Act by changing Section 3. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Athletic Trainers Practice Act 6 is amended by changing Section 3 as follows: 7 (225 ILCS 5/3) (from Ch. 111, par. 7603) 8 Sec. 3. Definitions. As used in this Act: 9 (1) "Department" means the Department of Professional 10 Regulation. 11 (2) "Director" means the Director of Professional 12 Regulation. 13 (3) "Board" means the Illinois Board of Athletic 14 Trainers appointed by the Director. 15 (4) "Licensed athletic trainer" means a person licensed 16 to practice athletic training underas defined inthis Act 17 and with the specific qualifications set forth in Section 9 18 of this Act who, upon the direction or referral of a licensed 19 physician, osteopath, podiatrist, dentist, or chiropractor, 20 carries out the practice of prevention, recognition, 21 evaluation, management, treatment, disposition, and 22 rehabilitation related to the care of athletes.of his or her23team physician or consulting physician, carries out the24practice of prevention/emergency care or physical25reconditioning of injuries incurred by athletes participating26in an athletic program conducted by an educational27institution, professional athletic organization, or28sanctioned amateur athletic organization employing the29athletic trainer; or a person who, under the direction of a30physician, carries out comparable functions for a health31organization-based extramural program of athletic training-2- LRB9108073ACtm 1services for athletes.Specific duties of the athletic 2 trainer include but are not limited to: 3 A. supervision of the selection, fitting, and 4 maintenance of protective equipment; 5 B. provision of assistance to the coaching staff in 6 the development and implementation of conditioning 7 programs; 8 C. counseling of athletes on nutrition and hygiene; 9 D. supervision of athletic training facility and 10 inspection of playing facilities; 11 E. selection and maintenance of athletic training 12 equipment and supplies; 13 F. instruction and supervision of student trainer 14 staff; 15 G. coordination with a team physician to provide: 16 (i) pre-competition physical exam and health 17 history updates, 18 (ii) game coverage or phone access to a 19 physician or paramedic, 20 (iii) follow-up injury care, 21 (iv) rehabilitationreconditioningprograms, 22 and 23 (v) assistance on all matters pertaining to 24 the health and well-being of athletes;.25 H. provision of on-site injury care and evaluation 26 as well as appropriate transportation, follow-up 27 treatment and rehabilitation as necessary for all 28 injuries sustained by athletes in the program; 29 I. with a physician, determination of when an 30 athlete may safely return to full participation 31 post-injury;and32 J. maintenance of complete and accurate records of 33 all athletic injuries and treatments rendered; and.34 K. interpretation of referrals from physicians. -3- LRB9108073ACtm 1 To carry out these functions the athletic trainer is 2 authorized to utilize modalities including, but not limited 3 to,such asheat, light, sound,cold,electricity, exercise, 4 therapeutic massage, mobilization, or mechanical and 5 assistive devices related to treatment and rehabilitation 6care and reconditioning. 7 (5) "Referral" means the guidance or directionto the8athletic trainergiven by the licensed physician, who shall 9 maintain supervision of the athlete. 10 (6) "Athlete" means an individual participating in 11 fitness training or conditioning, recreational or 12 occupational activities, or sports or other athletic 13 competition, practices, or events requiring physical 14 strength, agility, flexibility, range of motion, speed, or 15 stamina. 16 (Source: P.A. 91-357, eff. 7-29-99.) 17 Section 99. Effective date. This Act takes effect July 18 1, 2000.
