1 AN ACT concerning higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 adding Section 20 as follows:
6 (110 ILCS 305/20 new)
7 Sec. 20. Family resources center. Subject to approval
8 under Section 7 of the Board of Higher Education Act, the
9 University shall establish a family resources center to
10 provide training for welfare recipients.
11 Section 10. The Southern Illinois University Management
12 Act is amended by adding Section 10 as follows:
13 (110 ILCS 520/10 new)
14 Sec. 10. Family resources center. Subject to approval
15 under Section 7 of the Board of Higher Education Act, the
16 University shall establish a family resources center to
17 provide training for welfare recipients.
18 Section 15. The Chicago State University Law is amended
19 by adding Section 5-115 as follows:
20 (110 ILCS 660/5-115 new)
21 Sec. 5-115. Family resources center. Subject to approval
22 under Section 7 of the Board of Higher Education Act, the
23 University shall establish a family resources center to
24 provide training for welfare recipients.
25 Section 20. The Eastern Illinois University Law is
26 amended by adding Section 10-115 as follows:

2 Sec. 10-115. Family resources center. Subject to
3 approval under Section 7 of the Board of Higher Education
4 Act, the University shall establish a family resources center
5 to provide training for welfare recipients.
6 Section 25. The Governors State University Law is
7 amended by adding Section 15-115 as follows:

9 Sec. 15-115. Family resources center. Subject to
10 approval under Section 7 of the Board of Higher Education
11 Act, the University shall establish a family resources center
12 to provide training for welfare recipients.
13 Section 30. The Illinois State University Law is amended
14 by adding Section 20-120 as follows:
15 (110 ILCS 675/20-120 new)
16 Sec. 20-120. Family resources center. Subject to
17 approval under Section 7 of the Board of Higher Education
18 Act, the University shall establish a family resources center
19 to provide training for welfare recipients.
20 Section 35. The Northeastern Illinois University Law is
21 amended by adding Section 25-115 as follows:
22 (110 ILCS 680/25-115 new)
23 Sec. 25-115. Family resources center. Subject to
24 approval under Section 7 of the Board of Higher Education
25 Act, the University shall establish a family resources center
26 to provide training for welfare recipients.
27 Section 40. The Northern Illinois University Law is

3 Sec. 30-125. Family resources center. Subject to
4 approval under Section 7 of the Board of Higher Education
5 Act, the University shall establish a family resources center
6 to provide training for welfare recipients.
7 Section 45. The Western Illinois University Law is
8 amended by adding Section 35-120 as follows:
9 (110 ILCS 690/35-120 new)
10 Sec. 35-120. Family resources center. Subject to
11 approval under Section 7 of the Board of Higher Education
12 Act, the University shall establish a family resources center
13 to provide training for welfare recipients.
14 Section 50. The Public Community College Act is amended
15 by changing Section 3-21 and adding Section 3-29.3 as
16 follows:
17 (110 ILCS 805/3-21) (from Ch. 122, par. 103-21)
18 Sec. 3-21. The board of a community college district
19 districts shall have the duties enumerated in the following
20 Sections preceding Section 3-30 3-22 through 3-29.2.
21 Notwithstanding any provision of this Article to the
22 contrary, when bonds are issued by any district and the
23 purposes for which such bonds have been issued have been
24 accomplished and paid for in full and there remains funds on
25 hand in such bond and interest account, the board by
26 resolution may transfer such excess to the fund of the
27 district which bears the nearest relation to the purpose for
28 which the bonds from which such excess funds arose were
29 issued.
