91_HB4457 LRB9112136WHcs 1 AN ACT to amend the Illinois Human Rights Act by changing 2 Section 3-103. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Human Rights Act is amended by 6 changing Section 3-103 as follows: 7 (775 ILCS 5/3-103) (from Ch. 68, par. 3-103) 8 Sec. 3-103. Blockbusting.) It is a civil rights 9 violation for any person to: 10 (A) Solicitation. Solicit for sale, lease, listing or 11 purchase any residential real estate within this State, on 12 the grounds of loss of value due to the present or 13 prospective entry into the vicinity of the property involved 14 of any person or persons of any particular race, color, 15 religion, national origin, ancestry, age, sex, marital 16 status, familial status or handicap. 17 (B) Statements. Distribute or cause to be distributed, 18 written material or statements designed to induce any owner 19 of residential real estate in this State to sell or lease his 20 or her property because of any present or prospective changes 21 in the race, color, religion, national origin, ancestry, age, 22 sex, marital status, familial status or handicap of residents 23 in the vicinity of the property involved. 24 (C) Transmitting certain communications. Transmit 25Creating Alarm. Intentionally create alarm, among residents26of any community, by transmittingcommunications in any 27 manner, including a telephone call whether or not 28 conversation thereby ensues, regarding the sale or attempted 29 sale of property if the communications have the effect of 30 creating concern or alarm regardingwith a design to induce31any owner of residential real estate in this state to sell or-2- LRB9112136WHcs 1lease his or her property because ofany present or 2 prospective entry into a communitythe vicinity of the3property involvedof any person or persons of any particular 4 race, color, religion, national origin, ancestry, age, sex, 5 marital status, familial status or handicap. 6 (Source: P.A. 86-910.)
