91_HJ0050 LRB9113403DJcd 1 HOUSE JOINT RESOLUTION 2 WHEREAS, Smoking by teenagers is a matter of great 3 concern, and the public has an objective of reducing or 4 eliminating smoking by teenagers; the common perception is 5 that, despite safeguards, teenagers frequently are able to 6 get cigarettes from vending machines; and 7 WHEREAS, The General Assembly should authorize a study to 8 find a way of removing cigarette vending machines from use 9 without disrupting the conduct of business in Illinois by, 10 for example, generating a loss of revenue or a significant 11 loss of jobs; and 12 WHEREAS, The General Assembly should establish a task 13 force to study the elimination of cigarette vending machines 14 in the State; the task force should consist of members of 15 the General Assembly and representatives of the vending 16 machine industry, the tobacco industry, and entities and 17 organizations concerned with issues related to health as it 18 is affected by tobacco use; therefore, be it 19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 20 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 21 SENATE CONCURRING HEREIN, that the Cigarette Vending Machine 22 Task Force is created; and be it further 23 RESOLVED, That the Task Force shall consist of the 24 following members: 25 (1) Four members of the House of Representatives, 26 appointed 2 each by the Speaker of the House of 27 Representatives and the Minority Leader of the House of 28 Representatives; 29 (2) Four members of the Senate, appointed 2 each by the 30 President of the Senate and the Minority Leader of the 31 Senate; 32 (3) Two representatives of the vending machine industry, -2- LRB9113403DJcd 1 appointed one each by the Speaker of the House of 2 Representatives and the President of the Senate; 3 (4) One representative of the tobacco industry, appointed 4 jointly by the Speaker of the House of Representatives and 5 the President of the Senate; 6 (5) One representative of hospitals, appointed jointly by 7 the Speaker of the House of Representatives and the President 8 of the Senate; 9 (6) One representative of not-for-profit organizations 10 concerned with the prevention and treatment of cancer, 11 appointed jointly by the Speaker of the House of 12 Representatives and the President of the Senate; 13 (7) One representative of not-for-profit organizations 14 concerned with the prevention and treatment of diseases of 15 the lungs and respiratory system, appointed jointly by the 16 Speaker of the House of Representatives and the President of 17 the Senate; and 18 (8) One representative of the public, appointed by the 19 Governor; and be it further 20 RESOLVED, That the task force shall study ways to 21 eliminate cigarette vending machines in the State, including 22 ways to provide compensation to businesses for the 23 elimination of cigarette vending machines so that Illinois 24 businesses will not be put at risk; and be it further 25 RESOLVED, That the task force shall conduct an 26 appropriate number of hearings throughout the State on the 27 matter of eliminating cigarette vending machines in the 28 State; the hearings shall be open to the public and shall 29 afford interested persons an opportunity to present oral or 30 written testimony to the task force; and be it further 31 RESOLVED, That the task force shall report its findings 32 and recommendations to the General Assembly and the Governor 33 by December 31, 2000; and be it further -3- LRB9113403DJcd 1 RESOLVED, That a copy of this resolution shall be 2 forwarded to the Governor.
