91_HJ0068 LRB9113812MWgc 1 HOUSE JOINT RESOLUTION 2 WHEREAS, It is the policy of the State of Illinois to 3 promote peace and friendship with African nations; and 4 WHEREAS, The General Assembly wishes to promote service 5 in African nations by men and women of this State qualified 6 for service abroad and willing to serve under conditions of 7 hardship if necessary; and 8 WHEREAS, The General Assembly wishes to help the peoples 9 of African nations in meeting their needs for trained 10 manpower, particularly in meeting the basic needs of those 11 living in the poorest areas of those countries; and 12 WHEREAS, Women in developing countries play a significant 13 role in economic production, family support, and the overall 14 development process; and 15 WHEREAS, Ninety-five percent of the disabled people in 16 the world are among the poorest of the poor; and 17 WHEREAS, The General Assembly wishes to promote a better 18 understanding of the citizens of this State on the part of 19 the peoples of African nations and a better understanding of 20 other peoples on the part of the citizens of this State; 21 therefore, be it 22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- 23 FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE 24 CONCURRING HEREIN, that there is created the Illinois 25 Africa-America Peace Brigade Advisory Committee consisting of 26 2 members of the general public appointed by the Governor, 2 27 members of the House appointed by the Speaker of the House, 2 28 members of the House appointed by the Minority Leader of the 29 House, 2 members of the Senate appointed by the President of 30 the Senate, and 2 members of the Senate appointed by the 31 Minority Leader of the Senate, all of whom shall serve -2- LRB9113812MWgc 1 without compensation but shall be reimbursed for their 2 reasonable and necessary expenses from funds appropriated for 3 that purpose; and be it further 4 RESOLVED, That the Committee shall evaluate the 5 possibilities for establishing an Illinois Africa-America 6 Peace Brigade to promote volunteerism in African nations and 7 the types of programs and activities that could be carried 8 out by Illinois Africa-America Peace Brigade volunteers, 9 giving particular attention to programs and activities aimed 10 at integrating women and disabled persons into the economies 11 of African nations; and be it further 12 RESOLVED, That the Committee shall make recommendations 13 to the Governor and the General Assembly regarding the 14 establishment, purposes, and programs of an Illinois 15 Africa-America Peace Brigade.
