91_HR0007 LRB9101280REpk 1 HOUSE RESOLUTION 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 3 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 4 the Rules of the House of Representatives of the Ninety-first 5 General Assembly, which pursuant to Section 3 of the General 6 Assembly Operations Act are the same as the Rules of the 7 Ninetieth General Assembly, are amended by changing Rule 18 8 as follows: 9 (House Rule 18) 10 18. Referrals to Committees. 11 (a) All House Bills and Senate Bills, after being 12 initially read by the Clerk, are automatically referred to 13 the Rules Committee. 14 (b) During odd-numbered years, the Rules Committee shall 15 thereafter refer any such bill before it to a standing 16 committee or a special committee within 3 legislative days. 17 During even-numbered years, the Rules Committee shall refer 18 to a standing committee or a special committee only 19 appropriation bills implementing the budget and bills deemed 20 by the Rules Committee, by the affirmative vote of a majority 21 appointed, to be of an emergency nature or to be of 22 substantial importance to the operation of government. This 23 subsection (b) applies equally to House Bills and Senate 24 Bills introduced into or received by the House. 25 (c) A standing committee or a special committee may 26 refer a subject matter or a legislative measure pending in 27 that committee to a subcommittee of that committee. 28 (d) All legislative measures favorably reported by a 29 standing committee or a special committee, or discharged from 30 a standing committee or a special committee under Rule 58, 31 shall be referred to the House and placed on the appropriate 32 order of business, which shall appear on the daily calendar. 33 All legislative measures, except bills or resolutions on the -2- LRB9101280REpk 1 Consent Calendar, bills or resolutions assigned short debate 2 status by a standing committee or special committee, and 3 floor amendments, so referred are automatically assigned 4 standard debate status, subject to Rule 52. 5 (e) All floor amendments, joint action motions for final 6 action, and conference committee reports, upon filing with 7 the Clerk, are automatically referred to the Rules Committee. 8 The Rules Committee may refer any floor amendment, joint 9 action motion for final action, or conference committee 10 report to the House or to a standing committee or a special 11 committee for its review and consideration (in those 12 instances, and notwithstanding any other provision of these 13 Rules, the standing committee or special committee may hold a 14 hearing on and consider those legislative measures pursuant 15 to a one-hour advance notice). Any floor amendment, joint 16 action motion for final action, or conference committee 17 report that is not referred to the House by the Rules 18 Committee is out of order, except that any floor amendment, 19 joint action motion for final action, or conference committee 20 report favorably approved by a standing committee or a 21 special committee is deemed referred to the House by the 22 Rules Committee for purposes of this Rule. All joint action 23 motions for final action and conference committee reports so 24 referred are automatically assigned standard debate status, 25 subject to Rule 52. Floor amendments referred to the House 26 under this Rule are automatically assigned amendment debate 27 status. 28 (f) The Rules Committee may at any time refer or 29 re-refer a legislative measure from a committee to a 30 Committee of the Whole or to any other committee. 31 (g) Legislative measures shallmaybe discharged from 32 the Rules Committee upon the affirmative vote of 71 members 33 electedonly by unanimous consent of the House. Any bill 34 discharged from the Rules Committee shall be placed on the -3- LRB9101280REpk 1 order of Second Reading and assigned standard debate status, 2 subject to Rule 52. Motions made pursuant to this Rule 18(g) 3 may not be referred to the Rules Committee and must be 4 considered by the House before the House proceeds to any 5 other orders or items of business. 6 (h) Except for those provisions that require unanimous 7 consent, this Rule may be suspended only by the affirmative 8 vote of 71 members elected. 9 (Source: HR 6, 90th G.A.)
