91_HR0039 LRB9101925KBkb 1 HOUSE RESOLUTION 2 WHEREAS, Quentin D. Young, M.D.'s career in health care 3 delivery, health policy formation, and the protection of 4 human rights on behalf of the citizens of our State has 5 spanned six decades; and 6 WHEREAS, Dr. Young was instrumental in the successful 7 effort to end the practice of barring African-American 8 physicians from practicing in predominantly white hospitals 9 and founded the Committee to End Discrimination in Chicago 10 Medical Institutions to further this cause; he later founded 11 and became the national chairman of the Medical Committee for 12 Human Rights, an organization devoted to promoting health 13 care access and equity throughout this country and the world; 14 and 15 WHEREAS, Dr. Young devoted much of his time in the 1970's 16 to the development of the diverse and high quality training 17 programs for medical students and residents at the University 18 of Illinois and at Cook County Hospital; and 19 WHEREAS, Dr. Young founded and was the president of the 20 Chicago Coalition for a National Health Service, which 21 advocated for a national commitment and structure to assure 22 health care services for all Americans; and 23 WHEREAS, Dr. Young founded, was the president, and 24 remains the chairman of The Health and Medicine Policy 25 Research Group, a local organization dedicated to the 26 creation and dissemination of creative approaches to major 27 health policy issues; and 28 WHEREAS, Dr. Young was the first national president of 29 Physicians for a National Health Plan; he established an 30 organization of doctors dedicated to the implementation of a 31 national approach to assuring access to health care services -2- LRB9101925KBkb 1 for all; and 2 WHEREAS, His decades of involvement with the American 3 Public Health Association reached its culmination in 1997 4 when he was elected as the organization's national president; 5 and 6 WHEREAS, During his decade of service as Chairman of 7 Medicine at Cook County Hospital he taught hundreds of 8 residents and medical students to understand that they owe 9 the community, and not the other way around; that they are 10 servants of the people and have a unique responsibility to 11 the whole of society, not just to those who can pay for their 12 services; and 13 WHEREAS, Dr. Young has made major impacts on changing the 14 medical profession; he helped develop the first Department of 15 Family Practice at Cook County Hospital; he initiated a 16 unique multi-disciplinary program in Occupational Health; he 17 professionalized and humanized the treatment of inmates 18 through his connection to the Cook County Jail; and he helped 19 develop a landmark study of the incidents of epilepsy in the 20 prison population; and 21 WHEREAS, Dr. Young has also played a major civic role for 22 most of his adult life; every week he hosts a talk show on 23 clinical and health policy issues on the local National 24 Public Radio station, WBEZ; and 25 WHEREAS, Dr. Young served as the acting President of the 26 Chicago Board of Health under the late Mayor Harold 27 Washington; and 28 WHEREAS, The members of the Illinois House of 29 Representatives wish to thank Dr. Quentin Young for his 30 dedication to the field of medicine, health care related 31 issues, and serving people; therefore, be it -3- LRB9101925KBkb 1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 2 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 3 we thank Dr. Quentin Young for his hard work and dedication; 4 may he continue to enjoy good health and a bright future; and 5 be it further 6 RESOLVED, That a suitable copy of this resolution be 7 presented to Dr. Quentin Young.
