91_HR0065 LRB9103509KBkb 1 HOUSE RESOLUTION 2 WHEREAS, The highest award the National Council of the 3 Boy Scouts of America can bestow upon a Scout is that of 4 Eagle Scout; and 5 WHEREAS, Robert Smejkal of Boy Scout Troop 38, in Troy, 6 Illinois will receive the Eagle Scout Award on March 21, 1999 7 at an official Eagle ceremony in Troy; and 8 WHEREAS, In order to qualify as an Eagle Scout, a young 9 man must demonstrate outstanding qualities of leadership, a 10 willingness to be of help to others, and superior skills in 11 camping, lifesaving, and first aid; and 12 WHEREAS, In earning this high rank, Robert Smejkal joins 13 an elite and honorable fraternity of achievers that counts 14 among its members an extraordinary number of this nation's 15 great leaders in business, government, education, and other 16 sectors of society; and 17 WHEREAS, The achievement of the rank of Eagle Scout 18 reflects favorably upon the recipient, his justly proud 19 family, his Scoutmaster, and his fellow scouts; therefore, be 20 it 21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 22 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 23 we join his family and friends in congratulating Robert J. 24 Smejkal upon attaining the coveted rank of Eagle Scout and 25 commend him upon the unswerving dedication to excellence that 26 is the hallmark of the Eagle Scout; and be it further 27 RESOLVED, That a suitable copy of this resolution be 28 presented to Eagle Scout Robert Smejkal as an expression of 29 our respect and esteem.
