91_HR0290 LRB9106784KBkbA 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to congratulate Charles J. Thier on his 4 retirement; and 5 WHEREAS, Educator Charles Thier has served the Indian 6 Springs School District #109 from 1961 to 1999 for a total of 7 38 years; and 8 WHEREAS, He taught at Bridgeview School from 1961 to 9 1967; he served as Assistant Principal at Wilkins Junior High 10 School from 1967 to 1970, and then as Principal from 1970 to 11 1991; from 1978 to 1991 he also served as Director of 12 Instruction for the school district; from 1991 to the present 13 he has served as Superintendent of Schools; and 14 WHEREAS, While serving as an administrator for the 15 district, Mr. Thier promoted educational advancement and 16 curricular innovation; he encouraged staff toward advanced 17 education achievement and utilization of improved methods; he 18 promoted non-traditional educational programs; and he 19 supported high expectations for student achievement; and 20 WHEREAS, As a school superintendent Mr. Thier has been an 21 active supporter of efforts to increase school funding; he 22 has improved the school environment in the district; he has 23 upgraded buildings and provided direction in building 24 expansion to meet a growing student population and improved 25 teaching methods and expanded educational programs; he has 26 brought his school district from deficit spending to a 27 balanced budget without a tax increase request to the 28 community; and he has reduced by 50% the district's long-term 29 debt; and 30 WHEREAS, He has implemented a comprehensive technology 31 program; he has encouraged the recognition and adoption of -2- LRB9106784KBkbA 1 the State Learning Standards; and he has led the district to 2 North Central Association Accreditation; he has reduced class 3 size; he has established a comprehensive and appropriate 4 staff development program; and he has maintained an active 5 involvement in IASA on the local and State level and 6 maintained a leadership role in the South Cooperative for 7 Public Education; and 8 WHEREAS, Mr. Thier was instrumental in Dosher School 9 legislation; and 10 WHEREAS, On May 16, 1999, the Indian Springs School 11 District #109 will dedicate the Charles J. Thier 12 Administrative Center; on June 30, 1999, Mr. Thier will 13 retire after 38 years of service; therefore, be it 14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 15 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 16 we congratulate Charles J. Thier on his retirement as an 17 educator; we wish him, along with his wife, Patricia, the 18 best for their future; and be it further 19 RESOLVED, That a suitable copy of this resolution be 20 presented to Mr. Charles J. Thier, along with our sincere 21 regards.
