1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to honor milestones in the lives
4 of citizens of the State of Illinois; and
5 WHEREAS, Leora Birch of Decatur, Illinois, will receive
6 the YWCA Woman of Excellence Award on April 7, 2000; Mrs.
7 Birch was nominated for the award by Macon County Treasurer
8 Cathy Ashby; and
9 WHEREAS, Leora Birch is a Certified Illinois Assessing
10 Officer; she has served as Chief Deputy in the office of the
11 Decatur Township Assessor for the past six years; she has an
12 Associate degree from Richland Community College, and
13 participates in an on-going continuing education program
14 through the Illinois Property Assessment Institute; and
15 WHEREAS, In her position, Leora Birch has restructured
16 the duties of the office, allowing field assessors more time
17 to do inspections and reassessments; through her efforts, an
18 increase of 400% has been seen in the number of real estate
19 assessments completed; and
20 WHEREAS, Leora Birch is President of the Macon County
21 Republican Women, and represented the group at the National
22 Federation Conference in Seattle, Washington; and
23 WHEREAS, Leora Birch and her husband, Fred, have five
24 children; they are active in the Decatur Board of Realtors,
25 the Macon County Heart Association, the Garfield Boys
26 Baseball Association, and NWRAPS, a local historic
27 preservation organization; therefore, be it
28 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
29 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
30 we congratulate Leora Birch on receiving the YWCA Woman in
31 Excellence award; and be it further
