 1                          HOUSE RESOLUTION

 2        WHEREAS, Retail gasoline prices  are  well  over  $2  per
 3    gallon in the Chicago metropolitan area; and

 4        WHEREAS,  As a result of recent sharp and rapid increases
 5    in retail gasoline prices, gasoline prices  in  Illinois  are
 6    among the highest in the nation; and

 7        WHEREAS,  These  gasoline prices are harming the economic
 8    well-being of this State; therefore be it

 9        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
10    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11    we urge the United  States  Department  of  Justice  and  the
12    Illinois    Attorney   General,   within   their   respective
13    jurisdictions,    to    investigate    whether     collusion,
14    price-fixing,  or other violations of law have contributed to
15    gasoline price increases in  Illinois  and  take  appropriate
16    action if violations have occurred; and be it further

17        RESOLVED,  That  we  urge the Federal Trade Commission to
18    determine  whether  the  petroleum  industry  has   committed
19    antitrust   violations   and   take   appropriate  action  if
20    violations have occurred; and be it further

21        RESOLVED, That we urge the  United  States  Environmental
22    Protection  Agency  and the Illinois Environmental Protection
23    Agency, within their respective jurisdictions,  to  determine
24    the   extent  to  which  regulations  requiring  the  use  of
25    reformulated  gasoline  have  contributed  to  recent   price
26    increases  and  whether  petroleum  industry  representations
27    concerning the role of ethanol in gasoline price increases in
28    the  Chicago  area  are  inaccurate  or  misleading, and also
29    consider whether  applicable  regulations  or  implementation
30    schedules  for  those regulations should be modified or other
31    appropriate action should be taken  to  provide  some  relief

 1    from high gasoline prices; and be it further

 2        RESOLVED,  That  we  support the creation by the Illinois
 3    General Assembly of an ad hoc bipartisan joint  committee  to
 4    address,  investigate,  and  oversee  the issue of retail and
 5    wholesale gasoline prices in the State  of  Illinois  and  to
 6    ensure  that  the actions approved within this resolution are
 7    followed; and be it further

 8        RESOLVED, That copies of this resolution be delivered  to
 9    United  States Attorney General Janet Reno, Illinois Attorney
10    General James Ryan, Federal Trade Commission Chairman  Robert
11    Pitofsky,   United  States  Environmental  Protection  Agency
12    Administrator  Carol  Browner,  and  Illinois   Environmental
13    Protection Agency Director Thomas V. Skinner.
