91_SB0672 LRB9104982ACtmA 1 AN ACT to amend the Hospital Licensing Act. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Hospital Licensing Act is amended by 5 adding Section 9.2 as follows: 6 (210 ILCS 85/9.2 new) 7 Sec. 9.2. Hospital Inspection Consolidation and 8 Improvement Task Force. 9 (a) There is established the Hospital Inspection 10 Consolidation and Improvement Task Force. The task force 11 shall perform a study to determine the feasibility of 12 consolidating the hospital inspection efforts of the various 13 departments of State government and any other public or 14 private agencies that inspect hospitals. The task force shall 15 (i) study the most economical and effective means of 16 consolidating hospital inspections to meet the needs of all 17 agencies, (ii) study the feasibility of developing one set of 18 consistent rules to be applied to hospitals, and (iii) 19 identify methods for improving consistency in the 20 interpretation and application of inspection standards by 21 individual inspectors and surveyors. The task force shall 22 issue its report to the Governor and the General Assembly by 23 January 1, 2000. 24 (b) The Director of the Department of Public Health or 25 his designee shall serve as chair of the task force. The 26 Speaker of the House of Representatives, the Minority Leader 27 of the House of Representatives, the President of the Senate, 28 and the Minority Leader of the Senate shall each appoint one 29 member of the legislature to serve on the task force. The 30 directors of other State agencies that inspect hospitals or 31 their designees shall also serve on the task force. -2- LRB9104982ACtmA 1 Representatives of federal agencies and private organizations 2 that inspect hospitals shall also be invited to serve on the 3 task force, as well as representatives of the Illinois 4 Hospital & Health Systems Association and members of the 5 public. Members of the task force shall serve without 6 compensation and shall use existing staff of the Department 7 of Public Health to produce their findings and 8 recommendations. 9 Section 99. Effective date. This Act takes effect upon 10 becoming law.
