91_SB0987 LRB9100136KSgcA 1 AN ACT to amend the Illinois Vehicle Code by changing 2 Section 12-815 and adding Section 12-815.1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Vehicle Code is amended by 6 changing Section 12-815 and adding Section 12-815.1 as 7 follows: 8 (625 ILCS 5/12-815) (from Ch. 95 1/2, par. 12-815) 9 Sec. 12-815. Strobe lamp on school bus. 10 (a) A school bus shallmaybe equipped with one strobe 11 lamp that will emit 60 to 120 flashes per minute of white or 12 bluish-white light visible to a motorist approaching the bus 13 from any direction. The lamp shall be of sufficient 14 brightness to be visible in normal sunlight when viewed 15 directly from a distance of at least one mile. 16 (b) The strobe lamp shall be mounted on the rooftop of 17 the bus with the light generating element in the lamp located 18 equidistant from each side and either at or behind the center 19 of the rooftop. The maximum height of the element above the 20 rooftop shall not exceed 1/30 of its distance from the rear 21 of the rooftop. If the structure of the strobe lamp obscures 22 the light generating element, the element shall be deemed to 23 be in the center of the lamp with a maximum height 1/4 inch 24 less than the maximum height of the strobe lamp unless 25 otherwise indicated in rules and regulations promulgated by 26 the Department. The Department may promulgate rules and 27 regulations to govern measurements, glare, effectiveness and 28 protection of strobe lamps on school buses, including higher 29 strobe lamps than authorized in this paragraph. 30 (c) The strobe lamp shallmaybe lighted only when the 31 school bus is actually being used as a school bus and: -2- LRB9100136KSgcA 1 1. is stopping or stopped for loading or 2 discharging pupils on a highway outside an urban area; or 3 2. is bearing one or more pupils and is either 4 stopped or, in the interest of safety, is moving very 5 slowly at a speed: 6 (i) less than the posted minimum speed limit, 7 or 8 (ii) less than 30 miles per hour on a highway 9 outside an urban area. 10 (Source: P.A. 87-768.) 11 (625 ILCS 5/12-815.1 new) 12 Sec. 12-815.1. Emergency exits identification. All 13 emergency exits of a school bus shall be outlined around the 14 perimeter of the exit with a minimum one inch wide yellow 15 reflective tape or decal. This yellow reflective tape or 16 decal shall be placed on the exterior surface of the school 17 bus. 18 Section 99. Effective date. This Act takes effect 19 January 1, 2000.
