Amend Senate Bill 1054 as follows: 3 on page 3, line 4, by replacing "7" with "107"; and 4 on page 3, line 5, by replacing "7" with "107"; and 5 on page 3, by replacing line 14 with the following: 6 "requirements in the area or areas for which he or she holds 7 a Master Certificate for the 10-year term of the teacher's 8 Master"; and 9 on page 3, by replacing lines 30 through 33 with the 10 following: 11 "(1) A one-time payment of $3,000 to be paid to 12 each teacher who successfully completes the program 13 leading to and who receives a Master Certificate and is 14 employed by a school district. The school district shall 15 distribute this payment to each eligible teacher"; and 16 on page 4, by replacing line 1 with the following: 17 "as a single payment or in not more"; and 18 on page 4, by replacing lines 3 through 14 with the 19 following: 20 "(2) An annual incentive equal to $1,000 shall be 21 paid to each teacher who holds a Master Certificate, who -2- LRB9106132NTsbam 1 is employed by a school district, and who agrees, in 2 writing, to provide 60 hours of mentoring during that 3 year to classroom teachers. This mentoring may include, 4 either singly or in combination, (i) providing high 5 quality professional development for new and experienced 6 teachers, (ii) developing awareness of the standards of 7 the National Board for Professional Teaching Standards 8 (NBPTS), and (iii) assisting NBPTS candidates through the 9 NBPTS certification process. The school district shall 10 distribute 50% of each annual incentive payment upon 11 completion of 30 hours of the required mentoring and the 12 remaining 50% of the incentive upon completion of the 13 required 60 hours of mentoring. Credit may not be 14 granted by a school district for mentoring or related 15 services provided on a regular school day or during the 16 total number of days of required service for the school 17 year. 18 (3) An annual incentive equal to $3,000 shall be 19 paid to each teacher who holds a Master Certificate, who 20 is employed by a school district, and who agrees, in 21 writing, to provide 60 hours of mentoring during that 22 year to classroom teachers in schools on the Academic 23 Early Warning List or in schools with a low-income pupil 24 concentration level of 50% or greater, or both. For 25 purposes of this subdivision (3), the term "low-income 26 pupil concentration level" shall be the low income 27 eligible pupil count from the most recently available 28 federal census. The school district shall distribute 50% 29 of each annual incentive payment upon completion of 30 30 hours of the required mentoring and the remaining 50% of 31 the incentive upon completion of the required 60 hours of 32 mentoring. Credit may not be granted by a school 33 district for mentoring or related services provided on a 34 regular school day or during the total number of days of -3- LRB9106132NTsbam 1 required service for the school year. 2 Each regional superintendent of schools shall provide 3 information about the Master Certificate Program of the 4 National Board for Professional Teaching Standards (NBPTS) 5 and this amendatory Act of the 91st General Assembly to each 6 individual seeking to register or renew a certificate under 7 Section 21-14 of this Code. 8 Section 99. Effective date. This Act takes effect upon 9 becoming law.".
