91_SJ0030eng 91SJ0030 Engrossed LRB9106366KSgc 1 SENATE JOINT RESOLUTION NO. 30 2 (As amended by Senate Amendment No. 1) 3 WHEREAS, National Car Care Month is a nationwide effort 4 by businesses, civic groups, governments, and the media to 5 focus motorists' attention on the need to maintain and repair 6 their cars; and 7 WHEREAS, Since 1981, National Car Care Month has been 8 generally celebrated in October because it is an ideal time 9 for motorists to get their vehicles ready before winter 10 strikes; and 11 WHEREAS, Recent data shows that motor vehicle accidents 12 are the number one killer of people age one through 44; and 13 WHEREAS, 5.2% of all vehicle accidents are caused by car 14 neglect, leading to over 2,600 deaths and nearly 100,000 15 disabling injuries nationwide each year; and 16 WHEREAS, The cost is over $2 billion each year due to car 17 neglect; over $650 million in lost wages, $200 million in 18 medical expenses, $750 million in vehicle property damage, 19 and $500 million in insurance costs; and 20 WHEREAS, 1997 data found that 86% of all vehicles needed 21 repair or maintenance; 27% had low or dirty engine oil, 33% 22 percent had low tire pressure, 31% had inadequate cooling 23 protection, 19% needed new belts, and 24% percent had dirty 24 air filters; therefore, be it 25 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 26 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 27 REPRESENTATIVES CONCURRING HEREIN, that we encourage the 28 Secretary of State, the Department of Transportation, and the 29 Department of State Police to coordinate efforts with auto 30 repair shops, automotive wholesalers, auto dealers, other 31 appropriate businesses, civic groups, and local governments 91SJ0030 Engrossed -2- LRB9106366KSgc 1 to hold events that recognize and celebrate National Car Care 2 Month; and be it further 3 RESOLVED, That the events should not only be held during 4 National Car Care Month, but they should be held throughout 5 the year as good maintenance and repair of vehicles should be 6 practiced year-round; and be it further 7 RESOLVED, That suitable copies of this resolution be 8 delivered to the Secretary of State, the Secretary of 9 Transportation, and the Director of State Police.
