91_SR0026 SRS91SR0001ABsa 1 SENATE RESOLUTION 2 WHEREAS, the United States of America was founded on the 3 principals of freedom, justice and equality for all; and 4 WHEREAS, the United States' Bill of Rights guarantees our 5 right to be accorded a speedy and public trial by a jury of 6 one's peers; and 7 WHEREAS, the United States Constitution guarantees our 8 right to be tried for all crimes in the State where the said 9 crimes were committed; and 10 WHEREAS, the International Criminal Court has been 11 proposed as an avenue to try crimes of genocide, crimes 12 against humanity and war crimes for the entire international 13 community; and 14 WHEREAS, the International Criminal Court has the 15 potential of violating the rights of Americans, as stated in 16 the United States Constitution and the Bill of Rights; and 17 WHEREAS, the International Criminal Court does not 18 operate on a presumption of innocence for those accused; and 19 WHEREAS, the International Criminal Court does not allow 20 for a trial by a jury of one's peers; and 21 WHEREAS, the United States delegation voted against the 22 Rome Statute of the International Criminal Court; therefore 23 be it 24 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 25 ASSEMBLY OF THE STATE OF ILLINOIS, that we respectfully urge 26 the United States Senate to reject the Rome Statute of the 27 International Criminal Court; and be it further 28 RESOLVED, That we instead urge all foreign governments to 29 consider adopting the due process and equal protection -2- SRS91SR0001ABsa 1 guarantees provided by the United States Bill of Rights; and 2 be it further 3 RESOLVED, That suitable copies of this resolution be 4 forwarded to the President of the United States, to each 5 member of the Illinois Congressional delegation and to the 6 United States' Ambassador to the United Nations.
