91_SR0057 SRS91SR0005ABsa 1 SENATE RESOLUTION 2 WHEREAS, The State of Illinois is committed to protecting 3 the health, safety and welfare of the people in this state; 4 and 5 WHEREAS, The State of Illinois has authorized peace 6 officers and conservators of the peace to serve and protect 7 the people in this state; and 8 WHEREAS, Organized and uniform police protection is 9 essential for preserving the safety of the people in this 10 state; and 11 WHEREAS, At least 15 state agencies and 9 universities 12 within the state have police powers; and 13 WHEREAS, Each policing agency is distinct and different, 14 with varied duties and responsibilities; and 15 WHEREAS, Protection, service, efficiency and 16 responsiveness may be enhanced by considering agency 17 alliances; therefore be it 18 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 19 ASSEMBLY OF THE STATE OF ILLINOIS, That a Committee on Police 20 Services be created to examine police powers within the 21 state; and be it further 22 RESOLVED, That the Committee shall consist of five 23 persons, three members of the Illinois Senate appointed by 24 the President of the Senate and two members of the Illinois 25 Senate appointed by the Minority Leader of the Senate; and be 26 it further 27 RESOLVED, That the President of the Senate shall 28 designate one of the members appointed by him or her to serve 29 as the chair of the Committee; and be it further -2- SRS91SR0005ABsa 1 RESOLVED, That the meetings of the Committee shall be 2 convened at the call of the chair and shall be open to the 3 public; and be it further 4 RESOLVED, That the Committee shall report its 5 recommendations for legislation to the Senate not later than 6 January 1, 2000; and be it further 7 RESOLVED, That Committee members shall not receive any 8 compensation for performing their duties; and be it further 9 RESOLVED, That a suitable copy of this Resolution shall 10 be presented to all state governmental agencies with police 11 powers.
