91_SR0064 LRB9106299MWdvA 1 SENATE RESOLUTION 2 WHEREAS, The State is in need of substantial 3 technological and economic development; and 4 WHEREAS, The development of technology-intensive 5 industrial sectors of the Illinois economy offers the best 6 opportunity for long-term economic vitality, for the 7 expansion of jobs, for the improvement of productivity and a 8 quality standard of living, and for providing the greatest 9 number of our citizens with genuine opportunity; and 10 WHEREAS, Significant functions of government are to 11 increase opportunities for gainful employment, to encourage 12 the flow of private capital for investment in 13 technology-intensive enterprises, and to otherwise improved 14 the prosperity, health, and general welfare of the 15 inhabitants of the State; therefore, be it 16 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 17 ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the 18 High-Technology Task Force consisting of 5 members appointed 19 as follows: 3 members of the Senate appointed by the 20 President of the Senate, one of whom shall be designated the 21 chairperson by the President of the Senate, and 2 members of 22 the Senate appointed by the Minority Leader of the Senate, 23 all of whom shall serve without compensation but shall be 24 reimbursed for their reasonable and necessary expenses from 25 funds appropriated for that purpose; and be it further 26 RESOLVED, That the Task Force shall study various issues 27 relating to the development of high-technology in Illinois 28 and the needs of small businesses for the commercialization 29 of new high-technology; the Task Force shall examine, among 30 any other issues it chooses to investigate with respect to 31 biotechnology and information technology, the following -2- LRB9106299MWdvA 1 issues: (1) the public and private collaboration in 2 technology-based economic development, (2) the relationship 3 between publicly funded research and development and the 4 competitiveness of Illinois industries, (3) the opportunities 5 for employment in technology-intensive business and industry, 6 (4) the existing State resources and programs that assist in 7 the development of high-technology, and (5) the status of 8 technology transfer in Illinois; and be it further 9 RESOLVED, That the Task Force shall receive the 10 assistance of legislative staff, may employ skilled experts 11 with the approval of the President of the Senate, and shall 12 report its findings to the General Assembly on or before 13 December 1, 1999.
