91_SR0129enr 91SR0129 Enrolled SRS91SR0019ABsa 1 STATE OF ILLINOIS 2 NINETY-FIRST GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 129 5 Offered by Senator Dillard and Senator Philip, 6 President of the Senate 7 WHEREAS, The government of the State of Illinois is 8 concerned with the safety of all citizens within the State; 9 and 10 WHEREAS, The State is responsible for the security of 11 public buildings located in both Springfield and Chicago; and 12 WHEREAS, Recent incidences, both nationally and in 13 Illinois, have led to questions about the security 14 protections in place in public buildings and public schools; 15 and 16 WHEREAS, The security measures of our State should be 17 periodically reviewed to take advantage of the new 18 technological advancements available to the law enforcement 19 community; therefore, be it 20 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 21 ASSEMBLY OF THE STATE OF ILLINOIS, that there be created the 22 State Government Building Safety Commission; and be it 23 further 24 RESOLVED, That the Commission shall consist of 10 25 members: 3 members of the Senate appointed by the President 26 of the Senate, 2 members of the Senate appointed by the 27 Minority Leader of the Senate, the Director of the Secretary 28 of State Police or his or her designee, ex-officio, the Chief 29 of Security for the Capitol complex, ex-officio, the 30 Director of Central Management Services or his or her 31 designee, ex-officio, the Director of the State Police or his 32 or her designee, ex officio, and the Superintendent of the 33 City of Chicago Police Department or his or her designee, 91SR0129 Enrolled -2- SRS91SR0019ABsa 1 ex-officio; and be it further 2 RESOLVED, That the President of the Senate shall choose 3 one member from among his or her appointments to serve as a 4 chairperson for the Commission; and be it further 5 RESOLVED, That the Commission shall meet initially at the 6 call of the chairperson; and be it further 7 RESOLVED, That the Commission may hold hearings in closed 8 session, and shall receive the assistance of those agencies 9 it deems appropriate; and be it further 10 RESOLVED, That the Commission shall also consult 11 appropriate federal government agencies, if necessary, for 12 its report; and be it further 13 RESOLVED, That the Commission shall survey security 14 procedures of the 50 states at each state capitol building 15 and other primary office buildings of each state government, 16 including the staffing and training of full-time security 17 personnel employed in those buildings, and the use of metal 18 detectors, video cameras, and other screening devices; and be 19 it further 20 RESOLVED, That the Commission shall study the current 21 state of security and safety within Illinois school 22 buildings; and be it further 23 RESOLVED, That the Commission shall make recommendations 24 for implementation of increased security procedures, if 25 necessary, for Illinois public schools, the Capitol 26 Building, the Stratton Building, and the Michael J. Howlett 27 Building in Springfield, the James R. Thompson Center and the 28 State of Illinois Building in Chicago; and be it further 29 RESOLVED, That the members of the Commission shall serve 30 without compensation but shall be reimbursed for their 91SR0129 Enrolled -3- SRS91SR0019ABsa 1 reasonable and necessary expenses from funds appropriated by 2 the General Assembly for that purpose; and be it further 3 RESOLVED, That the Commission shall report its findings 4 to the Governor and the General Assembly on or before 5 December 30, 1999; and be it further 6 RESOLVED, That the report may be kept confidential at 7 the discretion of the Commission, except that the report 8 shall be disclosed to the President and Minority Leader of 9 the Senate, the Secretary of State, and the Governor. 10 Adopted by the Senate, May 20, 1999. 11 _______________________ 12 President of the Senate 13 _______________________ 14 Secretary of the Senate
