91_SR0354 LRB9113931KBkb 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate are saddened 3 to learn of the death of James Anthony Teal, of Naperville, 4 Illinois; and 5 WHEREAS, James Anthony Teal was born in Pontiac, 6 Michigan, on June 10, 1932; he attended Hudson Court Grade 7 School and Waterford Township High School; he had an 8 Associate of Arts degree in Police Science from Pasadena City 9 College and a Bachelor of Arts degree from Aurora College; he 10 also took courses in police administration and law 11 enforcement; and 12 WHEREAS, He married Lorraine Wiscombe of Pontiac, and she 13 passed away in 1985; he married Gretchen Andrae in 1987; and 14 WHEREAS, James Anthony Teal was a Pontiac police officer 15 from 1955 to 1960, a police detective in Palm Springs, 16 California from 1960 to 1964, a Watch Commander in Sierra 17 Madre, California from 1964 to 1969, and Chief of Police in 18 Scottsbluff, Nebraska from 1969 to 1973; and 19 WHEREAS, He was appointed Chief of Police in Naperville 20 in June of 1973; he helped initiate several crime prevention 21 programs including the Naperville Police Explorers Post, the 22 Police Chaplains Corp, the Neighborhood Crime Watch, the 23 Neighborhood Traffic Watch, Crime Stoppers, and the Community 24 Radio Watch; he retired from the Naperville Police Department 25 on September 16, 1989; and 26 WHEREAS, James Anthony Teal is a member of Lions 27 International, and is affiliated with the Boy Scouts of 28 America, the Illinois Association of the Chiefs of Police, 29 and the DuPage County Chiefs of Police Association, where he 30 served as past president; he was one of the founders of the 31 Midwest Homicide Investigators Association; and he was a life -2- LRB9113931KBkb 1 member of the International Association of Chiefs of Police; 2 and 3 WHEREAS, James Anthony Teal worked for local fundraising 4 efforts including the Naperville YMCA, North Central College, 5 the March of Dimes, Lions Club, the Inter-Community Blind 6 Center, and several other not-for-profit organizations; he 7 owned Teal and Associates after his retirement; and served as 8 Campus Supervisor at Naperville Central High School; and 9 WHEREAS, The passing of James Anthony Teal will be deeply 10 felt by all who knew him, especially his loving wife, 11 Gretchen; his daughters, Cheryl (Tom) Warner and Angela (Lee) 12 Shackleton; his sons, Donald (Diane) and James III; his 13 grandchildren, Sadie Goldman, Heather Davis, Dawn Warner, 14 Sherri Loomer, Stephanie Nero, Jason Brown, Don Teal, Jr., 15 Robert Teal, Shaun Whennen, Dillon Teal, Dalton Teal, and 16 Christopher Shackleton; his ten great-grandchildren; his 17 sister, Peggy DuVall; and his brother, John Teal; therefore, 18 be it 19 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 20 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 21 all that knew and loved him, the death of James Anthony Teal; 22 and be it further 23 RESOLVED, That a suitable copy of this resolution be 24 presented to Mrs. James Teal.
