91_SR0462 LRB9115180KBkbA 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 extend their sincere condolences to the family and friends of 4 John "Tim" Phelan, who recently passed away; and 5 WHEREAS, John "Tim" Phelan was a 1962 graduate of Mendel 6 Catholic High School; upon graduation he joined Operating 7 Engineers Local 399, where he worked as a building engineer 8 before his involvement in union matters; and 9 WHEREAS, In 1972 Mr. Phelan was elected secretary of 10 Local 399; in 1982 he was elected business agent, and in 1993 11 he became president of the union; during his seven years as 12 president Mr. Phelan brought pay and benefit increases to the 13 union members, worked on the first statewide contract for 14 Illinois Secretary of State workers, and saw an increase in 15 membership from 6,500 to 9,000; and 16 WHEREAS, John "Tim" Phelan was known for being loyal, 17 dependable, a great labor leader, and a friend to working men 18 and women; and 19 WHEREAS, Mr. Phelan served as president of the AFL-CIO's 20 Chicago Port Council and also as general vice president in 21 the International Union of Operating Engineers, and on 22 numerous boards of directors, including the Metropolitan Pier 23 and Exposition Authority, the Chicago Convention & Tourism 24 Bureau, and the Illinois Port Authority; and 25 WHEREAS, Mr. Phelan was the first labor leader appointed 26 to the Cook County economic development advisory board in 27 1997; and 28 WHEREAS, The passing of John "Tim" Phelan will be deeply 29 felt by all who knew and loved him, especially his wife, 30 Karen; his daughters, Nora Clifford and Nellie Wilson; his 31 sons, Joseph and Ryan; his sisters, Kathleen Griffin, Norine -2- LRB9115180KBkbA 1 Byrne, and Eileen O'Connor; and his two grandsons; therefore, 2 be it 3 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 4 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 5 his many loved ones, the death of John "Tim" Phelan of 6 Chicago, Illinois; and be it further 7 RESOLVED, That a suitable copy of this resolution be 8 presented to the family of John "Tim" Phelan.
